This section is Captain America Gear or American Dream (a female character version of Captain America like She-Hulk is to the Hulk and Spider-Woman is to Spider-Man).
A lot of women dress up as American Dream and sometimes even dress as a female version of Captain America himself. Either way this is a costume resource for costumes for women who also like to wield the shield and wear the red, white and blue.
