S.S.R. stands for: The Strategic Scientific Reserve. the scientific unit that Steve Rogers was assigned to in World War II.
At the end of CA: The First Avenger Steve wakes up in a room designed to emulate 1940's New York City only to find out he's been asleep for 70 years and is now in 2011 New York City.
When he wakes he is wearing a white T-shirt with his old S.S.R. unit logo and runs out onto Times Square where he is met by Nick Fury.
